Our Main Objectives

The project is designed to:
1. Plan and conduct electoral events.
2. Increase institutional and staff capacity to implement transparent, credible and inclusive electoral processes.
3. Promote public participation in electoral events and processes, with particular emphasis on the inclusion of vulnerable groups.
4. Improve electoral awareness (election principles and processes) among key local actors and stakeholders.

Elections in Libya

The holding of presidential and parliamentary elections is a cornerstone in Libya’s democratic transition. After years of division, conflict, bifurcated governance and parallel institutions, in November 2020, the UN-convened Libyan Political Dialogue Forum (LPDF) adopted a Roadmap, establishing the overarching objective of “strengthened political legitimacy through presidential and parliamentary elections” to be held on 24 December 2021 – exactly 70 years to the day that Libya declared independence in 1951. The initiative has been welcomed by the United Nations Security Council; and international stakeholders have commended Libyan parties for “their readiness to turn the page, put behind them past conflicts and take serious steps towards the unification of Libyan institutions and ending the political transition.” In 2020, important achievements were made in the UN-facilitated Libyan-led and Libyan-owned political process and have positioned Libya to move onward, from a transitional stage of national reconciliation and into a rights-based process that responds to the hopes and demands expressed by Libyan stakeholders.

Project Implementation

The PEPOL project (2018 – 2022) provides steady support to the High National Elections Commission – the highest electoral authority in Libya and its main beneficiary – throughout the electoral cycle, to develop and sustain its capacity to conduct future electoral operations. PEPOL is an integrated project, implemented by the United Nations Electoral Support Team (UNEST), comprising experts from the United Nations Development Programme (UNDP) and the UN Support Mission in Libya (UNSMIL).
